The United Methodist Committee on Relief, Non-Governmental Organization (UMCOR-NGO) (www.umcor-ngo.org) is a not-for-profit organization that provides transitional development and relief assistance to communities in need around the world.  UMCOR-NGO's Indonesia Mission (UMCOR-Indonesia) is seeking a CONSULTANT for Conducting an Impact Evaluation for a previous Water Sanitation and Hygiene [WASH] Project in 31 Schools in Aceh District

Background of Project:

The United Methodist Committee on Relief (UMCOR) Water and Sanitation and Hygiene [WASH] in 31 Schools in Aceh and Bireuen District Hospital Project, was funded by the UN Children's Fund (UNICEF) and UMCOR, sought to improve the overall health of the school population attending these 31 schools and the health of hospital occupants at Bireuen District Hospital RSU Dr. Fauziah. This was to be achieved through:

  1. Greater access to improved water and sanitation facilities at 21 schools and the hospital,
  2. Improving the water supply at 21 schools and the hospital,
  3. Hygiene education, training and capacity building of students and teachers at all 31 schools, and of nurses, doctors and other hospital staff at the hospital, and
  4. Waste disposal education, training and capacity building of nurses, doctors, cleaners, and administrators at the hospital.

Scope of work and objectives for the consultant:

  1. Conduct a impact Knowledge, Attitude and Practices study on current practices of schoolchildren in positive hygiene behavior change in previous WASH project schools
  2. Conduct an impact assessment on the current status of existing WASH facilities in schools and co-relate the facilities with the immediate and current Positive Hygiene Behavior Change [PHBC] and benefits in the schools' population
  3. Explore and document the on-going processes promoting or inhibiting PHBC in schools by teachers for schoolchildren, including but not limited to operation and maintenance of toilets, since completion of the project and exit of UMCOR in the schools.  

Requirements for the consultancy

1.        A minimum qualification of Masters in Public Health/Social Sciences or vast experience of 8 to 10 years in the related field.

2.        Extensive knowledge, skills and experience in programming and research related to water, sanitation and hygiene promotion in schools.

3.        Experience in undertaking similar assignment in Aceh Province, Indonesia.

4.        Strong methodology and writing capacities.

5.        Proficiency in data analysis, synthesis and report writing.

6.        Proficiency in computer applications that relate to research

 

Duration of consultancy.

The maximum number of days allowable for the assignment shall not exceed 16 days, and (in any case) the consultancy must be finalized on or before 1st April 2010. The consultant must be ready to start work immediately upon appointment.

 Application

Fatahillah No. 29 Geucu Iniem, Banda Aceh 23239, Indonesia, not later than 28th February 2010. Please indicate the consultancy you are applying for in the title of your email. The proposal should include: 

  1. A capability statement (not exceeding one page), including a firm commitment to be available to undertake the entire assignment.
  2. An understanding and interpretation of the ToR including methodology to be used in undertaking the assignment.
  3. Time and activity schedule.
  4. A detailed financial proposal, including consultant's fees where applicable).The financial proposal should include daily cost per major activity per days. Quote in Indonesian Rupiah
  5. Updated curriculum vitae that clearly spell out qualifications and experience.
  6. Executive summaries of 2 reports of previous work conducted in relevant assignments.
  7. Contacts of at least 2 organizations worked for in the past.
