Background
I. Organizational Context
The UN Food and Agriculture Organization (FAO) together with the Ministry of
Agriculture's National Animal Health Diseases Control Centre, is consolidating
a system of active highly-pathogenic Avian Influenza (HPAI) disease
surveillance and control at the community level, based on the participatory
disease surveillance and response (PDSR) approach. Evidence suggests that
many aspects of the way villagers live with, produce, trade and harvest poultry
contributes to the ongoing transmission of HPAI in these village
environments. A significant part of the work of a PDSR officer involves
providing education and extension to village community members to assist prevention
of disease transmission. Developing and implementing a village-based
education, information and communication program could be complementary, and
greatly increase promotion of specific changes in disease prevention practices
by villagers.
Duties and Responsibilities
II. Functions / Key Results Expected
Summary of key functions:
* With the National Communications Officer, provide input into and drive implementation of pre-testing of communication materials and practical disease control tools in pilot villages, review and modify as necessary before wider rollout.
* Coordinate development of the village biosecurity manual with the development (by a separate specialist contracted agency) of a film showing the pilot village biosecurity process, so that the manual and film may become an integrated information package to allow wider rollout of the program.
* Organize and develop, or obtain, training and other procedure manuals, guides, course materials, handouts and visual materials as required.
* As the major output of the consultancy, develop and produce a village biosecurity training manual to support the wider rollout of the program in South and West Sulawesi, using results from the VBEC socio-cultural assessment, and the process of village-based development of biosecurity action plans supported by KL2SS. The manual should include a case study about how the pilot project has been implemented to address the specific conditions of each pilot village.
* Perform other duties as assigned by supervisor

The key results have an impact on the success of FAO/ GOI Avian Influenza
Control Programme implementation in Indonesia.

V. Recruitment Qualifications
Education:
* A bachelor degree in any related field.
Experience:
* Minimum of 5 years experiences in related field
* Experience in implementing participatory and/or community-based projects.
* Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups
* Knowledge of media production, communication, and dissemination techniques and methods, including alternative ways to inform and entertain via written, oral, and visual media.
* Proficiency in MS Office, particularly Word, Excel, PowerPoint, Pagemaker, and other desktop publishing software.
* Ability to work with individuals from different cultural/national backgrounds; good interpersonal and communication skills.
* Ability to manage priorities and workload within general schedule of work, instructions and standardized practices.
Language Requirements:
* Excellent written and spoken English; fluent spoken Bahasa Indonesia.
