Public Financial Management Specialist
Key responsibilities and tasks:
The PFM specialist will be required to provide technical and strategic advice and leadership to facilitate and support:
Development of clear mechanisms to improve allocation of funds at Provincial & Local Government levels;
Implementation of Public Expenditure Analysis (PEA), improvement of budget preparation mechanism, development of institutional performance-based incentive mechanisms, implementation of PFM assessment, expansion of LKDIKIU) university network, and development and implementation of PFM general reforms;
Development of strategies to build the institutional capacity of provincial and district level authorities, including local parliaments;
Engagement with development partners and Government to assist with the ongoing harmonization of support in PFM related area;
Research activities such as public expenditure reviews;
Inputs from relevant stakeholders to PFM related government and development partner meetings as well as policy forums, conferences and seminars;
AusAID's planning, monitoring, coordinating and evaluation of its PFM activities.
Requirements:
Advanced University degree (PhD, Masters or equivalent) in Accounting, Economics, Management, Business Administration, Finance, Public Administration, or related fields; and/or a relevant combination of professional training and certification and extensive experience in policy formulation, management and PFM,
Relevant qualifications and/or experience in regard to institutional capacity development
In-depth understanding of the policy issues and practical problems in regard to PFM in Indonesia that constrain improved service delivery in key sectors such as health, education and infrastructure;
Excellent knowledge on decentralization and public finance in Indonesia, including the regulatory framework on decentralisation;
Extensive experience in PFM related work, preferably in Indonesia;
Experience in the delivery of development projects. This is required to ensure that the consultant is sensitive to the difficulties of implementing development projects in complex settings;
Demonstrated experience in institutional capacity building;
On-going membership of a domestic or international PFM society, or other demonstrated commitment to keeping up to date with the theoretical and practical developments in the field of PFM;
Fluency in speaking, reading and writing in English, and ability to communicate effectively in Bahasa Indonesia, including on technical matters.
