Monitoring and Evaluation Specialist
Key responsibilities and tasks:
1. Conduct Evaluability Assessments at a time when the implementation team and partners are ready and able to clearly articulate the outcomes of the initiatives. It should include assessing the strength of Go1 systems, performance indicators and sources of data to be used to report on program performance. The M&E Specialist is expected to be familiar with this form of assessment.
2. Using a participatory approach, design a monitoring and evaluation framework (plan) that meets the expectation of AusAID and international standards of practice in M&E, including the DAC Evaluation Quality Standards, or the Joint Committee Standards.
3. In designing the M&E Framework (Plan), the M&E Specialist should be aware that AusAID is intending to undertake an ex-post evaluation of the development impact of the program and ensure that evidence will be available to support such an evaluation.
4. Develop baseline data for the program. This baseline data should be relevant to the program objectives and capture the starting point prior to implementation of the program, rather than being a broad needs analysis.
5. Identify where the implementation team and counterparts will require on-going M&E technical support, and where they will be expected to implement the M&E plan themselves.
6. Identify what capacity is required by the implementation team and counterparts to implement the M&E Framework (Plan), and develop a simple capacity building plan to develop relevant skills, and to ensure that there is an enabling environment in place to implement the M&E plan.
7. Provide regular support to the implementation of the M&E Framework (Plan). The focus ought to be on the on-going design of M&E activities; assuring the quality of the M&E system implementation; and providing technical support for the analysis and interpretation of data.
8. Contribute to development of an overarching M&E Framework for AusAID sub-national programs, and provide any information, advice or assistance as requested by AusAID for any independent monitoring and review activities. Prepare relevant outcome and output data in advance of any review team missions.
9. Supervise the compilation of progress reports that meet the requirements of AusAID. Contribute to other AusAID reporting as required or requested, such as Quality at Implementation Reports and Activity Completion Reports. Inputs should be evidence based, and reflect an analytical contribution where the implications of findings are explored, not simply reported.
10. Develop an approach to measuring progress on cross-cutting issues, i.e. gender and anti-corruption, and partnerships.
11. Contribute to the intellectual development of the initiative during implementation. Working as a facilitator, support the implementation team and other relevant stakeholders to interpret and respond to M&E fmdings over the life of the program.
12. In consultation with AusAID and the contractor, develop the methodology for the collection and analysis of data on the contractor performance indicators. In using the baseline data, the M&E expert must capture the starting point pre-implementation rather than coming up with a broad analysis, and also to test the analysis.
Requirements:
1. Post graduate degree that has included a research dissertation component. Alternatively, evidence of training in advanced research or evaluation design, conduct and management. Where a post graduate degree in research or evaluation methods has not been completed, evidence of the quality of research or evaluation activities previously designed and conducted will be sought;
2. Experience developing M&E systems for projects in resource constrained settings. This is required to ensure that the proposed M&E systems are feasible in the context;
3. Demonstrated practical experience in research or evaluation design, conduct, and management. This experience should reflect expertise in developing a fully elaborated design of an M&E system which includes the design approach, articulation of M&E questions, development of sound methods and tools, conduct of data collection activities, analysis of data (or supervision of such), interpretation and dissemination of results and report preparation;
4. Demonstrated ability to breakdown and communicate complex concepts simply with a range of stakeholders in multi-cultural settings;
5. Demonstrated ability to develop and deliver M&E capacity building actlvihes for implementation teams and Go1 counterparts;
6. Demonstrated ability to facilitate learning from M&E fmdings with implementation teams and other relevant stakeholders;
7. Demonstrated experience in the delivery of development projects. This is required to ensure that the consultant is sensitive to the difficulties of implementing development projects in complex settings, that the design is feasible and value for money, and that the M&E systems meet the needs of all relevant stakeholders;
8. Demonstrated on-going membership of a domestic or international evaluation society, or other demonstrated commitment to keeping up to date with the theoretical and practice developments in the field of evaluation;
9. Fluency in speaking, reading and writing in English, and ability to communicate effectively in Bahasa Indonesia, including on technical matters.
