UMCOR Indonesia is currently identifying two technical Monitoring and Evaluation / Survey consultants to develop appropriate baseline, mid and endline methodologies to effectively measure the outcomes of the eleven month multi-sectoral ISDA program.
The baseline and endline will be conducted over a period of approximately 50 (i.e. 28 days for baseline and 22 endline days per consultant). The baseline is expected to begin in February and includes training to UMCOR project staff enabling them to track and document progress against the baseline as well as training staff on preparation and conduct of an internal midline survey. Where necessary, the consultants will write training guidance notes to help the program team to capture, analyze and report on program progress. The endline survey is expected to commence in November 2010.
Approach
The surveying should entail:
Desk review of relevant documents (e.g. project documents/proposals, log frames, existing results tracking tools, UMCOR KAP survey, and relevant secondary data from other agencies which have worked in similar technical fields in Aceh Besar and Bireuen, for example, school WASH programs and school construction, DRR and livelihoods)
Mixed methods including surveys and participatory (qualitative) techniques for data gathering
Review and update of monitoring tools to help track progress, including an M&E Plan for each project component.
Reporting Requirements
The consultants are fully responsible for the content and editing of the baseline and end-line report.
The consultants are expected to submit a draft and final report for baseline and endline surveys, according to UMCOR reporting requirements. At a minimum, both reports should contain survey methodology, statistical data and findings, analysis and conclusions. A presentation will be provided to UMCOR project teams, highlighting key results and survey lessons.
Roles and Responsibilities
Data Quality and Tools
Review/redefine indicators in order to support verification, ensuring baseline data can be realistically verified at midline and endline stage
Review and build on existing UMCOR M&E tools
Training and Survey Management
Conduct desk review and primary research ensuring rigor and research reliability
Train the project team/enumerator on the survey approach including random sampling, community mapping, interview skills, etc.
Demonstrate/Train relevant team how to apply M&E Plans and data gathering tools
Help conduct the baseline and endline as a team member, ensuring gender sensitive analysis and,
One Consultant act as Team Leader for quality assurance and adherence to specified deadlines/budget
Write baseline and endline reports as per UMCOR reporting outline
Present baseline and endline results in a power point presentation
Essential Qualifications – This position is only open for Indonesia Nationals
· Graduate or Masters degree in a relevant field
· 5 years M&E and project management experience, with at least 2 solid years experience designing and implementing monitoring and project evaluations – both quantitative and qualitative - including baseline surveys and sampling methodologies, preferably in Indonesia
· International work experience in the development/NGO sector is an asset
· Fluency in English and Bahasa, excellent writing and editing skills in English
· Experience in training individuals to carry out quantitative and qualitative evaluation methods;
· Experience with logistical software such as Excel, Access, EpiInfo, SPSS, etc.
Desired Qualifications and Skills
· Experience in disaster preparedness or disaster risk reduction programs, economic & community development, WASH, construction and/or evaluation of similar programs;
· Experience in participatory evaluation;
· Ability to work independently with minimum supervision
· Willing to work at tight deadlines and under pressure
