Background
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. I. Organizational Context
UNDP and Government of Indonesia are developing a decentralisation project titled Provincial Governance Strengthening Programme (PGSP) to assist the government of Indonesia to address some of the key challenges associated with decentralisation.
In 1999, through path-breaking legislations, Indonesia commenced decentralisation. This initiative has led to new powers for regions and to the special autonomy agreements for Papua and Aceh. The change has also created confusion over overlapping roles and responsibilities between provinces and districts as well as concerns over the scale of proliferation of new provinces and districts. It has been observed that under the current legal framework the role of provincial government as both representative of national government and as a government of an autonomous region has been unclear or even weakened. On the other hand, making development work in sub-national regions of a vast and diverse arch pelagic country like Indonesia will need strong coordinating functions at regional level. Managing decentralisation cannot be done effectively only from and by the central government. The political and administrative 'distance' is simply too long and too difficult to manage. Capable provincial government is a logical, as well as, according to Indonesian Law No. 32/2004 on regional government, legal solution to these problems.
Through PGSP, UNDP aims to support the Government of Indonesia (GOI) in providing policy advice and technical cooperation on the roles and responsibilities of the province government reflected both in policy at national level and in practice in pioneer provinces. While changes to the national policy framework are essential for changes to be sustainable, there is also a need to strengthen government capacities at provincial level for them to better understand, fulfill and take charge of the mandated role as a facilitator of regional development to achieve the MDGs at sub-national level. This type of support is timely and strategic, and when lessons and recommendations are appropriately captured, the analytical work and the practical experiences can help inform the policy debate to clarify the legislative framework.
The project will be implemented under the framework of the UNDP Country Program Action Plan (CPAP) 2006 -2010 applying National Implementation Modality (NIM) whereby the National Planning Board (BAPPENAS) is designated as Implementing Partner. BAPPENAS, Ministry of Home Affairs and UNDP work together to provide supports for PGSP.
A Project Management Unit (PMU) will be established in Jakarta for the implementation of the project (including technical assistance, development of project tools and policy development component) and provide timely quality support for area teams based at the province level. The PMU will consist of teams responsible for components including (1) policy research & advocacy; (2) planning and budgeting; and (3) innovations for development outcome. Provincial teams will be established in Gorontalo, NTT and Bangka-Belitung provinces.
In this context, UNDP wishes to recruit a Project Manager to lead the PMU. The Project Manager is responsible for the outputs of PGSP and s/he will also be expected to coordinate closely with the National Project Director (NPD) and other stakeholders. The Project Manager's main management base will be in Jakarta, with frequent travels to some provinces and regions as necessary. The Project Manager guides PGSP Provincial Facilitators who will lead the implementation of the PGSP in the provinces. The Project Manager oversees and guides the Jakarta-based PMU to provide quality support to the provinces and draw upon province experience to influence policy-directed activities.
Under the supervision of UNDP Team Leader of Democratic Governance Unit through Programme Manager for Decentralisation, the Project Manager assumes managerial responsibility for the project implmentation. S/he wil be responsible for regular reporting to the NPD and Programme staffs of UNDP while maintaining close communciation over operational issues as well as strategic opportunities arising from the project implementation.
Duties and Responsibilities

? Ensuring the strategic direction of PGSP ? Management of PGSP and supervision of the project team ? Strategic partnerships and support to resource mobilization ? Provision of top quality policy advice services to the Government and facilitation of knowledge building and management
1. As the principal of the PMU PGSP, ensures the strategic direction of PGSP focusing on achievement of the following results:
? Assist the National Project Director (NPD) to perform duties of the day-to-day decision making on project planning, management, implementation, quality monitoring and closure. ? Manage the realization of project outputs through activities. ? Provide direction and guidance to project team(s)/ responsible party (ies). ? Liaise with the National Technical Committee (Project Board) or its appointed Project Assurance roles to assure the overall direction and integrity of the project. ? Identify and obtain any support and advice required for the management, planning and control of the project.
2. Ensures effective management of PGSP and supervision of the project team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
? In coordination with Decentralization Cluster of Democratic Governance Unit and Chief Technical Advisor (CTA) of AGI, ensure establishing a solid PMU and provincial teams with effective delegation of authority and reporting lines for optimal management and implementation. ? Management of UNDP's commitments within the UNDAF Results Matrix, ensures effective application of RBM tools, monitors work plans, programme and project effectiveness and achievement of results. ? Organization of joint planning meetings involving Implementing Partners, UNDP and other relevant parties to develop annual work plan and a corresponding budget plan with clearly stated milestones contributing to the achievement of outputs defined in the Project Document and submit it to the National Technical Committee for approval. ? Development of quarterly work plans and expenditure plans based on the agreed annual work plan. ? Management of requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures). ? Monitoring of financial resources and accounting to ensure accuracy and reliability of financial reports. ? Development of a monitoring and evaluation framework and plan that are in line with the requirements of UNDP, Implementing Partner and donors and that can ensure a bottom-up process of capturing lessons learned and best practices. ? Management and monitoring of the project risks as initially identified in the Project Document, submision of new risks to the National Technical Committee (Project Board) for consideration and decision on possible actions if required. Update the status of these risks by maintaining the Project Risks Log. ? Responsible for managing issues and requests for change by maintaining an Issues Log. ? Preparation of the Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the National Technical Committee (Project Board) and Project Assurance. ? Preparation of the Annual Review Report and submission the report to the National Technical Committee (Project Board). ? Strategic oversight of planning, budgeting, implementing and monitoring of the project, tracking use of financial resources in accordance with UNDP rules and regulations. ? Effective monitoring, measuring the impact of the PGSP activities. Constant monitoring and analysis of the project environment. ? Follow up on audit recommendations. All exceptions are timely reported. ? Managing project closure by end of the project.
3. Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results:
? Implementation of partnerships and resources mobilization strategies to achieve project outputs. ? Creation and coordination of partnerships with the UN Agencies, IFI's, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc. ? Update and develop reports to the donors on progress and result of implementation of activities and funding status. ? Determination of programmatic areas of cooperation based on strategic goals of PGSP. ? Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
? Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to PGSP policy goals. ? Coordination of the adoption or incorporation of PGSP's policy recommendations into Government decentralization policies. ? Working together with the Policy Coordinator to prepare a strategy to ensure consultations with relevant partners and access to best available expertise on potential policy activities to be undertaken by the policy and research team; ? Supervision of the analytical and policy development work of the policy and research team to ensure high quality policy or knowledge products. Promotion the substantive quality of all knowledge products, reports and services. ? Documentation of PGSP lessons and analytical work. Ensure that such reports and documents are of high quality and that they are shared effectively with relevant partners including government at national and local level, civil society and donors supporting decentralisation efforts in Indonesia. ? Sound contributions to knowledge networks and communities of practice. ? Organization of trainings for the operations/ projects staff.
III. Impact of Results
The key results have an impact on the quality of PGSP management, thus contributing to effective and efficient project implementation and delivery, creation of strategic partnerships as well as reaching resource mobilization targets. Project implementation has to be in line with the objectives of the project and UNDP rules, regulations and procedures. It is critical to ensure achievement of UNDP Country Programme outcomes through a client-oriented approach.

V. Recruitment Qualifications
Education:
? Master's degree in international development, public administration, business administration, public policy or other relevant social sciences.
Experience:
? A minimum of 10 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting, in the areas of decentralization, political development and democracy; with at least 5 years of large scale programme and project management experience. ? Experience in managing decentralisation projects and in preparation of project reports,. ? Strong understanding of and experience in programming and capability to translate needs into project strategies and workplan. ? Experience in working and collaborating with governments, civil society organizations, and public international organizations. ? In-depth knowledge and understanding of local political dynamics in Indonesia. Understanding of Government systems and procedure is a required. ? Familiarity with UNDP NIM project implementation, UNDP project document and results and resource framework, and relevant UNDP policies and procedures. ? Understanding of UNDP systems and procedure is an advantage.
Language Requirements:
? Demonstrated analytical skills and fluency in English and Bahasa Indonesia with excellent verbal and drafting skills
