Project background
Fauna & Flora International (FFI) is currently implementing a Community Ranger Programme (CRP) under the World Bank's Consolidating Peaceful Development in Aceh (CPDA) program. The CRP will cover the Ulu Masen forest area and surrounding Mukim and consists of the following core activities: establishment of 14 new CR teams (20 people per team); CR routine activities (forest patrols, human-wildlife conflict mitigation, community outreach and livelihood development) and CR institutionalization. The project will focus on 14 Mukim (Annex 1) that have been identified by an impact assessment team (called DIME) that is partnering with FFI in its CPDA project.
The Livelihood Expert (referred to as the 'Firm' hereafter) will work under Objective 1 of the FFI-CPDA project, which aims to 'Improve the socio-economic welfare of 300 [since reduced to 280] at-risk youth through skills training and sustainable employment'. The work will be conducted through a livelihood sub-grant scheme that directly supports the 14 CR teams in the field. More specifically, within each focal Mukim, respective CR teams will be provided with a sub-grant (US$36,000) to establish a team livelihood initiative that is most relevant to their geographical area, capacity and local markets. To prepare and implement sub-grants, discussions will be held between FFI, the Consultant and each target group to discuss the various livelihood opportunities and their advantages and disadvantages.
FFI will administer each sub-grant through several phases outlined in a work plan that will be developed by each CR team. At the end of each phase, the teams will account for expenditure against the current disbursement and, based on technical advice provided by the Consultant, FFI will then release the next tranche of funds. The Consultant will be in responsible for the technical aspects of sub-grant implementation.
Location
Six CRP districts of Aceh Besar, Aceh Jaya, Aceh Barat, Pidie, Pidie Jaya and Biureun.
Role and responsibilities of the Consultant
Unless stated, FFI will provide support to the Consultant (as the main implementer) for the following,
Sub-grant preparation
· Review the four CR livelihood sub-grants currently being implemented in Ulu Masen through an FFI-European Union project.
· Produce a list of possible sub-grant types, with support from FFI's Livelihood Coordinator.
· Socialise the sub-grant scheme with the CR teams and representatives from their Mukim, and other relevant stakeholder (government and non-government).
· Support each CR team in choosing their own sub-grant type, which is most relevant to their area (based on geographical and socio-economical characteristics, as well as doing no apparent harm to the environment or having the potential to increase human-wildlife conflict). The final decision on subgrant types will be jointly agreed upon by the Consultant and FFI.
· Support CR teams in developing multi-staged work plans with accompanying budgets and monitoring and evaluation indicators.
Sub-grant implementation
· Providing training to CR teams that is consistent with their sub-grant.
· Support CR teams in purchasing livelihood materials (e.g. livestock and seedlings).
· Support CR teams in delivering livelihood training to representatives of their Mukim.
· Coordinate and provide technical support to CR teams for sub-grant implementation during the duration of the project.
· Oversee the production of routine reports that will be developed by the CR teams themselves and submitted to the Consultant. For each report, work with FFI in reviewing CR team adherence to their sub-grant work plan, based on the plan's monitoring and evaluation indicators.
· At the end of each funding tranche, advise FFI on when to release the next tranche.
Sub-grant sustainability
· Work with FFI in developing livelihood linkage and identify opportunities within Government of Aceh programs (provincial and district level) and non-government programs that would enhance sub-grant implementation.
· Support CR teams in developing post-project sub-grant business plans.
Outputs
· 14 livelihood sub-grant development and implementation work plans.
· 14 new livelihood sub-grants deliver in 14 Mukim.
· Succinct quarterly technical reports.
· 14 post-project business plans.
FFI now invites eligible consultant firms to indicate their interest in providing these services. Interested consultant firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff, and so forth). Consultants may associate to enhance their qualifications. In case of associations, it should be stated in the EOI response whether the association is a joint venture or sub-consultancy. Sub-consultant qualifications will not be taken into account in the EOI evaluation for short-listing purpose.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 1, 2006 and May 1, 2010), and the grant agreement between the World Bank and FFI.
