Aceh Forest and Environment Project (AFEP) Introducing Qanun consultant to the Village
Position: Short-Term Consultant
Report to: Project Leader AFEP / Consultant YLI and MSF
Background
AFEP was launched in 2006 with funding from the MDF under the auspices of the World Bank to protect the area and the Ulu Masen Ecosystem Leuser in Aceh. AFEP implemented by two NGOs: YLI and FFI, which work together and coordinate with various government agencies and other NGOs. Consultants will assist the Project Leader and project management with the process of drafting and ratification of the Village Qanun in 35 villages in the Leuser Ecosystem Area (List the villages can be obtained in Banda Aceh YLI office if necessary), in order to achieve the production, protection and resource conservation sustainable natural at the village level through the management of natural resources-based communities. Qanun-making process should lead to the formation of the Multi Stakeholder Forum (FMS) which will ultimately preserve the continuity of project activities after the project ends.
Terms of Reference (ToR)
1. Initial report (inception report) and action plan within 15 days from the approval of the contract.
2. Develop a work plan with staff representatives AFEP including in the field (LSO). Qanun final draft should be completed no later than May 31, 2010. Work plan includes the following aspects:
a. Socialization between the AFEP field staff, village heads, community leaders and local NGOs (LSO will handle communications with the authorities in the district)
b. Schedule of meetings and steps in the process of formation of village-level Qanun.
c. Qanun formulation approach through meetings at village level that can be developed into Multi Stakeholder Forum at the village level.
d. To coordinate with all government offices associated with the formation of Qanun.
e. Identify local NGOs that can assist in this process.
f. To confirm the schedule with the LSO and associated village.
g. Provide information and coordinate with local organizations such as CBOs and other programs such as the Kecamatan Development Program.
3. Consultant coordination with FMS to ensure that the development of village-level input used to work at the provincial level FMS.
4. Report progress to the Project Leader every two weeks.
5. Designing the final report on May 31, 2010, and a final report after getting input from senior staff AFEP dated June 15, 2010.
Expected Output
1. Initial reports (inception report) and action plans Qanun village settlement within 15 days from the approval of the contract.
2. Qanun process already running before 1 April in 35 villages.
3. The first draft was produced Qanun villages in 35 villages before May 15.
4. The draft final report that explains the results available before 31 May.
5. Final report (final report) on June 15.
Profile
1. Experience working with the community, village government and local NGOs in Aceh
2. Knowledge of legislation governing the village administration and basic knowledge of issues related to spatial planning
3. Experience in report writing
4. Basic knowledge of English, preferably able to speak of Aceh.

Competitive and based on negotiation

Period
4 months (until June 30, 2010), with the possibility of extended when AFEP continued.
