Temporary Shelter – Program Manager (1 position)

The T-Shelter Program Manager will report directly to the IFRC Recovery Coordinator in Padang regarding the implementation of the T-Shelter Program with regular consultation of the Country Representative of the Participating National Societies,

 

The T-Shelter Program Manager will coordinate the Project officers, Program Advisors, financial - and data-dase Officers from PMI and IFRC.

 

 

Duties applicable to all staff:

 

 

1.     Actively work towards the achievement of the Secretariat's goals.

2.     Abide by and work in accordance with the Red Cross/Red Crescent principles.

3.     Perform any other work related duties and responsibilities that may be assigned by the line manager.

4.     Respect and observe the Code of Conduct and staff regulations.

 

 

Specific duties, responsibilities and accountabilities:

  1. Support the Recovery Coordinator by analyzing the implementation of the T-Shelter Program in Kota Padang, Kota Pariaman, and developing proposals in order to improve the general functioning of the office.
  2. Provide managerial to PMI T-shelter team in Kota Padang/Kota Pariaman during design, implementation and evaluation phases in Kota Padang/Kota Pariaman Area; including ensuring community ownership and gender participation in all stages of the program.
  3. Maintain close and cooperative relationships with key stakeholders including Movement partners, local authorities and other agencies.
  4. Assist to PMI on the cash transferring and support PMI to monitor purchasing procedures at community level in order to reinforce accountability.
  5. Support the PMI on by compiling financial documents and follow up reports according to IFRC requirements.
  6. In close collaboration with PMI, gather and file all required Sources of Verification according to Programme Proposal in Kota Padang/Kota Pariaman Area.
  7. Anticipate and identify possible constrains and bottlenecks affecting the T-shelter Programme and actively propose realistic solutions with the support of the PMI.
  8. In consultation with CRC, establish and implement reporting plan and schedule to ensure CRC is kept informed and updated of all TS and other matters related to the Padang Operation.
  9. In close coordination with IFRC, PMI and CRC, actively support efforts to build the capacity of the local PMI chapter staff and volunteers, including coaching and training in support of the temporary shelter project.

 

Qualifications, Experience and Competencies :

·         University Degree in business management or civil engineering;

·         Experience in working for an international humanitarian aid organization, preferable for the Red Cross/Red Crescent

·         At least 10 years working experience in project management methodologies including knowledge of programme cycle management, especially related to the programme identification and design and participatory assessments and monitoring;

·         Excellent problem solving and coordination skills required; 

·         Fluent English language skills in speech and writing required

·         Knowledge of local community structures and local Government authority structures

·         Flexibility and adaptability: Can perform in difficult working conditions, is prepared to be flexible in order to respond to operational needs, and can adapt to revised action plans at short notice.Ability to work within context of governmental regulations and bureaucracy

·         Independence and initiative: Can perform the task successfully and timely; identifying constraints and providing realistic and practical solutions.

·         Technical competencies: A high degree of competence in community development and livelihoods concepts

·         Communication and people skills: Diplomatic in negotiations at all times with authorities and other stakeholders. Empathetic and respectful towards the affected population. Ability to express oneself in a concise and accurate manner both verbally and in writing
